program. Separate
divisions will be

Referee - Emphasis for 2008
--- Subbing:
The substitute may not enter the court until
the player coming off is within an arm’s
reach of the substitute. Player coming onto
the court must be able to touch the player
coming off the court before entering. First
2 violations for this illegal substitution
will be a caution to the player entering the
court. 3rd offense and after will result in
a caution to the coach.
- Keepers
ONLY have 4 seconds to have control of the
ball no matter how many players
are being substituted
Players shall
be cautioned (i.e., shown yellow card)
when: a substituting player enters the
pitch from an incorrect position or before
the player he is substituting has entirely
left the pitch
--- Cautions for not giving required
distance (At least 5 meters away until the
ball is in play)
Players shall be cautioned (i.e., shown
yellow card) when: he persistently infringes
the Laws of the Game --- Overall: More fouls called. To call the
foul unless there is clear advantage to
immediately score a goal. Unless the team
is going to have a very good chance to
score, the coaches and players want the
fouls called so they can get to penalty
kicks sooner.
Keeping track of fouls:
--- Once the whistle has been blown for a
direct free kick foul, the referee shall
indicate the direction of the restart and
with the opposite hand indicate the team
fouls to the other official and coaches.
--- This will allow more communication
through eye contact and signals between
officials and allow everyone from officials
to coaches, players and fans to keep track
of the number of fouls committed and the
countdown to PKs
--- Additionally, this will help coaches and
players know when to be extra careful in
committing fouls. Referees are being instructed to be
proactive in instructing players to wait on
substitutions and give required distance.
This means talking to players and coaches
for help before reaching for a card. This
means managing the game.
